The new National Collective Bargaining Agreement entirely dedicated to commercial and charter yachting personnel is born. Signed on May 15, 2025, and registered at CNEL on the 22nd of the same month, it was promoted by AssoYacht-the association of pleasure boat owners-in synergy with Unilavoro PMI, CIU Unionquadri, Confsal Fisals, and the participation of Amadi (Maritime Association of the Diporto) and Iyca (Italian Yacht Chef Association), the contract represents a long-awaited and necessary step forward for the entire industry.
The CCNL applies to all crew members employed on recreational craft used for commercial purposes, including charters, and on vessels intended for charter for tourism purposes, as defined by Law 172/2003. A significant new feature is the inclusion of the 2nd class pleasure craft navigation officer, the new figure of the professional skipper, for whom the Port Authorities have just begun issuing the first licenses.
Tailored contracts for a dynamic industry
Designed to reflect the real operational needs of the industry, the new contract contemplates three forms of labor relations: fixed-term, indefinite and “voyage” (single or multiple), the latter with a maximum duration of 12 months. An important provision concerns the recognition of work performed ashore-activities related to the preparation, outfitting or maintenance of the unit-even in the case of new boats not yet delivered.
A unified and simplified pay
Among the new features incorporated from industry custom is the possibility of opting for “unified pay” on a monthly basis. This mode absorbs in a single pay item the main allowances (navigation, overtime, board, 13th, 14th, etc.), excluding only vacations and severance pay. An approach that simplifies payroll management and takes into account the discontinuous and seasonal nature of shipboard work.
Digital communications and contractual validity
In light of increasing digitization and the frequent remoteness of the crew from shore, the contract also introduces an official form of e-mail communication, recognizing an address provided by the seafarer at the time of employment as valid.
The CCNL will be in effect from May 15, 2025 to Dec. 31, 2029, with validity automatically extended until it is replaced. The full text is available on the official website of AssoYacht.
