The ranking of the 2025 grants that Sport&Salute S.p.A., the public company in charge of sports development in Italy (and no longer CONI), allocates to Italian sports federations, has just been published.
Six and a half million for the IVF
FIV (Italian Sailing Federation) ranks 14th with just over 6.5 million in funds (up 15 percent from 2024) to promote sailing activity in Italy. Only 15% more for the sport that achieved the best result among all federations at the last Olympics (two gold medals: that of Tita-Banti on the Nacra 17 and Marta Maggetti on the iQFOiL flying boards)?

There is no willful harassment of the FIV, which just re-elected President Francesco Ettorre for the third time. It is part of the new fund allocation rules whereby the annual increase cannot be more than 15% and the decrease can be a maximum of 10%.
Of course it is peculiar that FederKombat takes contributions from the state…and not pocket change, but over 700,00 euros.
Soccer, volleyball, swimming the most “funded”
In first place in this ranking wins by a wide margin soccer with just over 35 million euros, followed by volleyball with 17 million, on the third third of the podium swimming with almost the same amount. Here you find the 2025 amounts for a total of 290 million euros distributed among 45 federations:
The criteria for awarding grants
The criteria for allocating funds, two-thirds of which come from soccer, are developed with a new parameter, called MAC (Contribution Algorithmic Model), which evaluates various performance and operational indicators, using indicators that determine a rating for each institution. The allocation of funds is based on three main parameters:

- Sports merit (50%): considers achievements and the new criteria of “sports relevance” and “media visibility” of performance, as well as the motor index of disciplines certified by sports physicians.
- Sports movement (30%): assesses the number of active members, affiliated clubs and, from this year, qualified technicians.
- Operational efficiency (20%): measures the optimal use of public resources, also incorporating the ESG sustainability index, which includes aspects such as gender equality, social promotion, and healthy lifestyles.
The contribution system also has limits to moderate annual variations: no federation can see its contribution reduced more than 10 percent (the so-called “floor”) or increased more than 15 percent.
How much the IVF collects and how it spends.
Sport&Salute’s contribution accounts for more than 50 percent of the total revenues of Federvela, which has the second largest source of income from membership with more than 2.5 million euros. The Paralympic Committee contributes as much as 200,000 euros. The largest cost item at more than 3.6 million euros is support for Olympic activities and for international events. Structure and personnel costs are the second largest cost item with nearly two million euros (source Budget Estimate 2024).
